Airport Operations Specialist (Subcontracted)

Overview

ACI-LAC is seeking a highly qualified professional with strong experience in airport management and/or operations. This subcontracted role is designed for an independent professional who will operate under a contractual agreement (not an ACILAC employee) and will be fully responsible for their own taxation, social charges, and legal obligations in their country of residence. It is not a requirement to reside in Panama.

The ideal candidate will bring technical expertise, regulatory knowledge, strong analytical capabilities, and solid institutional relationships to support ACI’s representation in global aviation forums, particularly within ICAO. The role requires strong analytical, communication, and presentation skills, as well as the ability to collaborate effectively with ACI World and other organizations.

  • Represent ACI in ICAO meetings, working groups, panels, and related international forums.
  • Participate actively in ICAO committees, providing technical input and ensuring ACI positions are clearly communicated.
  • Deliver presentations on airport operations, safety, and regulatory topics to ICAO bodies, ACI members, and external stakeholders.
  • Prepare highquality presentations, reports, technical papers, and briefings for internal and external audiences.
  • Serve as Secretary to designated ACI-LAC committees, ensuring effective coordination, documentation, and followup.
  • Coordinate with ACI World and other organizations to align positions, share information, and support global initiatives.
  • Provide expert input on airport operations, safety, and security matters.
  • Monitor, analyze, and interpret ICAO regulations, standards, and guidance related to airport operations.
  • Conduct data analysis to support decisionmaking, regulatory assessments, and operational recommendations.
  • Maintain and strengthen relationships with ICAO, national civil aviation authorities (DGACs), regulators, airports, airlines, and other relevant stakeholders—particularly within Latin America and the Caribbean.
  • Support ACI’s strategic initiatives related to airport operations, safety, security, and regulatory affairs.
  • Support the preparation of press releases when required.
  • Travel frequently within the ACI-LAC region and internationally to represent ACI and engage with members and partners.
  • Minimum 5 years of experience in airport management and/or airport operations.
  • Strong knowledge of ICAO regulations, standards, and recommended practices related to airport operations, safety, and security.
  • Proven ability to prepare reports and deliver professional presentations to technical and highlevel audiences.
  • Demonstrated ability to perform data analysis and interpret operational or regulatory information.
  • Experience participating in ICAO meetings, working groups, or similar regulatory environments (highly valued).
  • Established professional relationships with ICAO, DGACs, or other regulatory bodies (highly valued).
  • Strong relationships with regulators, airports, and airlines in Latin America and the Caribbean (highly valued).
  • University degree in engineering or a related aviation/industry field is highly valued.
  • Fluency in Spanish and English (written and spoken) is required.
  • Knowledge of Portuguese is highly valued.
  • Excellent communication and representation skills.
  • Strong organizational skills and ability to manage multiple committees and workstreams.
  • Ability to work independently under a subcontracted arrangement.
  • Operate as an independent contractor, responsible for personal taxation, social charges, and legal compliance in their country of residence.
  • Ability to reside and work from any country; no requirement to be based in Panama.
  • Willingness and ability to travel frequently within the Latin America and Caribbean region and internationally.
  • High level of professionalism and capacity to represent ACI at the global level.
  • Ability to collaborate effectively with ACI World and other ACI regions.
  • The subcontracted professional may engage in other professional activities, provided these do not create a conflict of interest. Any such activities must be reviewed and approved by ACI-LAC.
