AIR TRANSPORT SUMMIT
09:00 - 16:00 Workshop 1 - Fundamentals of Airport Charges Calculation

This practical course examines models of economic oversight and the technical methods used to calculate airport charges under different models. It draws on international guidance from ICAO and ACI.

Participants will learn how to:

- Apply the building-block approach, including operating expenditure, depreciation, the Regulatory Asset Base (RAB) and the weighted average cost of capital (WACC), to determine an airport’s required aeronautical revenue.
- Use traffic forecasts for business planning and setting airport charges.
- Allocate costs across airport services, calculate yield per passenger and design individual tariffs.
- Compare single-till, dual-till and hybrid-till frameworks and assess their financial and regulatory implications from different stakeholder perspectives.

Regional and global case studies, industry data and class discussions will reinforce these concepts and illustrate their practical application.

A Regional Initiative Led by Peru

Connecting new cities. Opening new opportunities.
The General Directorate of Civil Aeronautics of Peru (DGAC Peru) is leading a regional cooperation initiative to strengthen air connectivity between cities and markets across Latin America and the Caribbean. The proposal focuses on three key areas:
  • Decentralized Air Connectivity: Identifying new opportunities to connect secondary cities and regional markets more directly.
  • Regulatory Innovation: Exploring pilot mechanisms to assess new approaches to regional and cross-border connectivity, while respecting the legal frameworks of each participating State.
  • Airport Capacity: Sharing experiences and best practices to optimize the use of existing airport infrastructure and support the growth of air connectivity.
The initiative will be one of the highlights of WAGA 2026 and the Air Transport Summit, where civil aviation authorities and industry representatives from across the region will come together to advance this agenda.
